Brightness won't adjust with Windows 8.1

I had windows 8 previously, and just downloaded Windows 8.1 and now my screen brightness won't adjust.
It won't adjust with the hotkey, nor will it adjust with going into the settings and attempting to manually change it.
I even tried to change it between
the optimized version my PC has and the Battery saver version and it won't change in either of them.
I don't understand what happened.
It worked just fine until I downloaded Windows 8.1.
Does anyone know how to adjust my screen brightness now? It is giving
me headaches, now that I can't adjust it.

This issue might occur due to outdated or corrupt display driver.

What is the Make and Model of the computer?

First of all, I would suggest you to check if there are any pending updates.
You might have optional updates related to the display driver.

I would suggest you to download and install the latest display driver for Windows 8.1 from the manufacturer website of the computer.
This might fix the issue.
If there are no display driver for Windows 8.1, download and
install the latest available one in Windows compatibility mode.
Follow the steps:
Note: Make sure that you have downloaded the driver from the website and then you uninstall the current version.
a) Press Windows+X key and select Device Manager.
b) Locate Display adapter and expand the driver icon.
c) Right Click on the driver icon and select
Uninstall.
Follow the onscreen instructions to do so.
d) Locate the setup file for the latest driver that you have downloaded.
e) Right click on the setup file and select
Properties.
f) Under compatibility tab, select “Run this program in compatibility mode for” and choose the operating system on which it worked properly previously or for which the driver is available.
g) Click on OK.
h) Double Click on the setup file and follow the onscreen instructions to install the driver.

Check if that fixes the issue.

Method 1:
You can follow the steps to update the display drivers to try and fix the issue:
a) Press Windows and X key together and select
Control Panel.
b) Locate the Display adapter device and expand the driver icon.
Right click on the driver icon.
c) Select Update driver software.
c) Select browse my computer for a driver software.
d) Select “Let me pick from a list of device drivers on my computer”.
e) Select the driver option according your device model and installed.
f) If this does not work, follow the steps from ‘a’ to ‘c’ and select “Search automatically for the updated driver”.

If the issue still persists, check with the next method.

Method 2:
Let’s disable and re-enable the display adapter driver:
a) Open Device Manager in the same manner as described earlier.
b) Expand the display adapter and right click on the
display driver.
Select Disable.
c) Right click on the display driver again and select
Enable.
d) Restart the computer and check if you are able to adjust brightness.

Machine Throttling

Click the Start button.
In the Search box, type "regedit" (without quotes) and press Enter.
Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
On the right window pane, delete the subkey: "Machine Throttling".
Reboot your computer.
