How do I keep minimized windows minimized in the background while I'm working in another window?  Is there something in the internet options that will allow me to do this?

Windows is working fine.  The issue is when I set one window to 'work' or load a website something and then go to another window to type in a password or something the window in the background that was set to work all of the sudden pops to the foreground
in the middle of me doing work in another window (say typing a password or email) and interrupts my current process when it's done loading.  It's frustrating.  Especially when I have to stop typing and try to get back to what I was doing.  I want whatever
window I'm working on to stay on top or take top priority over any other 'working' window in the background.  I thought there used to be a setting to force all other windows to stay in the background.  NOTE:  THIS INTERNET EXPLORER

Please provide an explicit example scenario because there are usually implementational details which need to be considered.  E.g.
sometimes the popup effect is due to scripting and the only way to avoid it then may be to disable scripting.

If this were  XP  you could use its TweakUI option to help reduce focus stealing.  E.g.
the one which says flash the taskbar button until the user switches to it; that works in many cases.  Unfortunately, AFAIK there is no equivalent tool yet for Vista.  There could
probably be an equivalent zap to the reqistry (assuming the base functionality is still available in Vista) but I don't know if anybody has done that.   FYI this KB article tells you where the zap would be applied (but doesn't give the setting for flash forever
unfortunately)...  Oh great.  It's no longer available?  (KB886217)  So I can't even give you that.  Then you could try using ProcMon in XP to capture whatever TweakUI does to the registry for the described option and see if it could be applied to Vista as
well.

Manually editing the Windows registry to fix Error Basic, no frills question: How do I keep minimized windows minimized in the background while I'm working in another window?

Using Registry Editor incorrectly can cause serious problems that may require you to reinstall Windows. • Click the Start button.
• Type "command" in the search box... DO NOT hit ENTER yet!
• While holding CTRL-Shift on your keyboard, hit ENTER.
• You will be prompted with a permission dialog box.
• Click Yes.
• A black box will open with a blinking cursor.
• Type "regedit" and hit ENTER.
• In the Registry Editor, select the Error 0x9C-related key (eg. Windows Operating System) you want to back up.
• From the File menu, choose Export.
• In the Save In list, select the folder where you want to save the Windows Operating System backup key.
• In the File Name box, type a name for your backup file, such as "Windows Operating System Backup".
• In the Export Range box, be sure that "Selected branch" is selected.
• Click Save.
• The file is then saved with a .reg file extension.
• You now have a backup of your MACHINE_CHECK_EXCEPTION-related registry entry.
