I want a cell (R29) to turn RED if the value in the cell is below 20% less of the value in cell P35, and if its 20% more then cell P35 then I want it to turn Green and if its anything else then white.

Excel 2007: choose cell R29 and then select Conditional Formatting --> Highlight Cell Rules --> Greater Than
and type in this formula:
=(1.2 * $P$35)
and set up the green formatting you want. When that's done, then:
Conditional Formatting --> Highlight Cell Rules --> Less Than and type in this formula:
=(.8 * $P$35)
and set up the red formatting you want.
With 100 in P35, if R29 holds 121 or greater, then it will take on the green shading, and
if R29 holds 79 or less, then it will take on the red shading. If the value in R29 is from 80 to 120, inclusive, then it will remain unshaded (white).
