Can't view downloads or download direct links from some sites.

We have 20 workstations.  Win7Pro 64, IE9.  The issue is only present on one of the machines.  All others work as expected.
 
When the user goes to some sites to click on a direct download link, nothing happens (no prompt, no pop up blocker notification, no av messages, etc).  Right click "Save Target As" yields the same behavior.  Right click "Open link in new tab" creates a new
tab, but as soon as you click on it, it closes.  Right click "Open link in new window" opens a new window for about a second and then it closes.  Tools\View Downloads and Ctrl+J both cause nothing to happen.
 
I've compared security settings for the Internet Zone for the problem machine with the settings on a machine that works as expected, and they were identical.
 
Tried opening IE with add-ons disabled, and behavior did not change.
 
Tried using 64 bit IE9, behavior the same.
 
Reset IE to default.  No change.
 
Tried adding one of the problem sites to Trusted Sites.  Behavior the same.
 
Disabled AntiVirus and endpoint security.  No change.
 
Logged on as a different user.  No change.
 
Saw a thread that recommended deleting the registry key DownloadWindowPlacement in HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main.  Tried that as well and no dice.
 
It only happens on some sites and not others.  I've tried opening the sites that it won't download from in compatability view and that had no effect.  Some of the sites are http, others https so I didn't see any commonality there.
 
If anyone has any suggestions that aren't listed above, I would be eternally grateful for them.  I'm pretty much out of ideas.

My apologies.  Thank you for the link, I was able to find a post there that addressed the issue and I was able to get the problem pc back to normal.

Machine Throttling

• Click the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Restart your system.
