Conditional Format Problem...

Whenever I try to apply a CF to more than two cells, only the first two cells 'comply' with the CF.
For instance, CF cells D2:D20 to fill in a color when A2=10.
Only D2 & D3 will fill in when A2=10, D4:D20 remain 'white'.
(CF: When A2=10 then D2:D20 Fill LiteGRN & Bold Font)
I've used CF in Office 2003 fairly extensively and in Office 2007 (but limited to two cells at a time in 2007).
When trying to CF more than two cells, how am I going wrong?

It's basically the same as 2003 it's just the menus that are different.
Select D2:D20 then
Home tab - conditional formatting - new rule - use formula to determine which cells to format.
Enter the CF formula =$A$2=10
Note that the $ signs are important.
Now click the format button and set you font and fill colours and OK out
