Computer restarts after shutdown

I have tried the following:
- Reset bios to default settings
- Disabled network boot in bios
- Turned off screensaver
- Turned off reboot in registry (PowerdownAfterShutdown = 0)
- Unticked (system failure uncheck) in computer properties
- Reseated the RAM chips
- Did a static discharge
- Changed in regedit to 0 (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Winlogon)
 
Still the computer restarts.
Any ideas on what I might be missing???

Method 1:
You may boot in safe mode and check if the issue reoccurs -
In Safe mode; you have access to only basic files and drivers. 
Refer to the link to start the computer in safe mode and then check -

Method 2:
If the issue does not appear in safe mode then you may check in a clean boot state.
To perform the clean boot follow the step 1 mentioned in the below article and then try checking in this clean boot state -

If the issue gets resolved check which non-Microsoft service is causing the problem; referring to the article and following other steps.
 After you have finished troubleshooting, follow these steps to reset the
computer to start as usual:
a.    
Click Start, type msconfig.exe in the Start Search box, and then press ENTER.
If you are prompted for an administrator password or for confirmation, type your password, or click Continue.
b.    
On the General tab, click the Normal Startup option, and then click OK.
c.    
When you are prompted to restart the computer, click Restart.
 
Method 3:
You may also check if you are getting any errors in the Event viewer and if you are getting any, do let us know the details.
To open event viewer follow the below mentioned
steps:

a.
Click the Start button then click
Control Panel in this click
System and Maintenance.
b.
Now click
Administrative Tools, and then double-click
Event Viewer.‌ If
you are prompted for an administrator password or confirmation, type the password or provide confirmation.
c.
Click an event log in the left pane.
Double-click an event to view the details of the event.

Running System Update Readiness Command

On running the System Update readiness Command, it will Detect & Replace Incorrect Registry data with the Correct one. Which may ultimately Solve Computer restarts after shutdown in Windows.

1. Open CMD as Administrator by Simply Right Clicking on Start button > Command Prompt (Admin).
