Cant find Recycle Bin listed on my Computer, Is it an add on program?

Trying to install windows 8 on my computer and tried, said I had to free up 20+ MB to do it; went into documents and deleted a lot, said it went to 'RECYCLE BIN'; well I've never ever seen a "EMPTY RECYCLE BIN", but have put stuff in the recycle bin goohuckles
of times but never seen a [empty recycle bin], so is "Recycle Bin" an add on program, or even "Empty Recycle Bin"? When I ordinarily send things to the 'Recycle Bin' there comes up a prompt asking me if I really want to send that article to the 'Recycle Bin'?
and I say yes or no, so where in the heck is the recycle bin? Guess it is getting pretty full by now after 3+ years of not being emptied.
Also how can I remove some old files, documents, libraries etc I do not want any longer? If I can find out how to do that
then I might be able to forget the "RECYCLE BIN".

You may check for the Recycle Bin settings and check if it helps:
 
a.       On the desktop,
right-click on Recycle Bin, and then click Properties.
b.      Under
Recycle Bin Location, click the location of the Recycle Bin you want to change (likely your C drive).
c.       Uncheck the option
Don't move files to the Recycle Bin.
Remove files immediately when deleted
and then click OK.
