Cannot Download files from IE9.

Running IE9 on Windows 7. I cannot download files from secure websites. This has been an issue for about a year since I upgraded to IE9 on my work computer. I've been using Firefox instead. Now I am tired of Firefox being a memory hog. Whenever I
right-click and 'Save Link As', the outcome results in a message at the bottom saying 'Unable to download file' and a zero byte file. I noticed today that if I open the file (assuming it is text) then go 'back' to the link page and 'save link as', it will
download the data (from cache I suppose) but it will still pop up with 'Unable to download file'. The file will be in the directory and the 'partial' file extension jibberish but it will have the data inside. If I delete off that part I have a good file.
I don't want to jump through these hoops. I imagine it has something to do with the password authentication. This is not user input error. It happens on all password secure sites. Thanks.

Tools>Internet Options>Advanced tab, uncheck "Do not save encrypted files to disk"

that should fix it...
(please pass on this to your System Administrators or configure GPO to uncheck this setting by default)

ensure also that you are using the default IE security zone settings...
Tools>Internet Options>Security tab, click "Reset all zones to default"

If you are using a server version of Windows (why are you using a server version of windows on your desktop)...
IE on server versions of windows run in enhanced protected mode..
(more security) and you can only download from sites in the Trusted Sites list.
By default http://www.microsoft.com is in the Trusted Sites list....
add *.live.com to the list as you will need this to negotiate the technet and msdn downloads authentication.

(I trust that you are not using server versions of windows as client workstations...
they should be secured away from human intervention and locked down.)

In this method we will try to Boot in Safe mode with Networking and see if the error still persists.

Search "MSCONFIG" and Open.
Click on Boot Tab
Tick Safe Boot in Boot Option
Select Network.
Click Apply and OK.
Reboot your System.
