On my HP laptop running Windows 7, 64 bit, on startup after the password log in, the cursor does not respond stuck in the middle of the screen, it takes anywhere from one to two minutes to get it to respond.  After that it seems to work fine.
This started
about two weeks ago and it's getting a little disturbing.
During this time of no action the little round circle of activity appears next to the cursor off and on.  The up and down arrow keys do not affect the cursor.

Method 1: Follow the steps:
Step 1: Boot the computer in safe mode and check if the issue persists.
Start your computer in safe mode

Select "Properties".
c)    Expand the option labeled "Sensitivity."
d)    Click on the option labeled "Touch Sensitivity.”
e)    Reduce the touch sensitivity setting by moving the slider to the right, towards the "Heavy Touch" label.
Experiment with different levels of sensitivity until you find one suited to your needs.

Use the System File Checker tool to repair corrupted or missing system files:

  1. Click Start.
  2. Type cmd, and then press CTRL+SHIFT+ENTER to open the elevated command prompt (I.e. Command prompt with administrative rights).
  3. The User Account Control window should appear, be sure that the action it exhibits is correct, and then press the Continue button.
  4. Type or copy paste the below command line into it without quotes:
  5. "Sfc /scannow"
