Try Facebook or Huffington Post website and try to scroll down a page or two immediately.
It won't let you until every bit of graphics/ads, etc are downloaded.
Even on my business class Comcast account, that often takes 3-5 seconds --or more.
Chrome doesn't work that way, it smoothly scrolls you past the undownloaded items.
Major annoyance.
Usability sev 1 annoyance.
Often I shut down IE11 and go to Chrome.
And I hate Chrome.
