Can't change time - Can't use System Restore - Load Library failed error 32

Hi guys

I have a little problem with my computer.
First, when i want to change my time zone, the computer said:
" Unable to continue 
You do not have permission to perform this task.
Please contact your administrator for help"

The most ridiculos thing is i am the only one who use this computer.
I search on Google and do everything, delete my user account, use system restore, and with System Restore, After it reboot, it said that it can't access to some folder and told me to disable
my Antivirus ( I already disable it before use System restore )
And now, the computer start normally, but it appeared a box and it's wrote :
" Load Library failed error 32 : Cannot access the file because its being use by another user "

WTH ? I try to log off and log in again but it not appeared. 

Anyone know about these things please answer me, I beg you guys, I have my window install when i buy it so i dont have the disc, I dont want to buy one :(

Run secpol.msc to open Local Security Policy and navigate to
Security Settings >> Local Policies >> User Rights Assignment
Double click on Change the system time to open Properties.
Add your User or Group here to give permissions to change system time.
