Can't add attachments to e-mails or download files

I'm running Windows 7 64-bit with IE9.  When I first got two new laptops last month, I couldn't add attachments in any e-mail programs and could not browse or download anything from different websites.  There is no error message of any kind, it just won't
attach or download.  I finally had to contact MSN support who took over both of my identically set up computers and was able to get them working properly.  Recently, I tried to get my one primary laptop to recognize my Brother MFC-490cw multi-function printer/scanner/copier
to scan documents and I believe that in the course of trying to get it working, including downloading drivers (never could get it working), the e-mail attachment/download issue re-appeared.  I have tried copying the same settings from the one working back
up laptop, but my primary computer still will not add e-mail attachments or download files.  I have spent hours looking online for this solution and have tried numerous things to no avail, including two restore points.  What causes this issue and how do I
fix it?

Manually editing the Windows registry
